Penelitian ini bertujuan untuk menganalisis atau mengetahui sektor potensial di Kota Surabaya dan bagaimana peran pemerintah Kota Surabaya meningkatkan sektor potensial yang memiliki daya saing untuk meningkatkan pertumbuhan ekonomi di Kota Surabaya. Metodologi penelitian yang digunakan ini yaitu dengan menggunakan pendekatan deskriptif kuantitatif. Data yang digunakan merupakan data sekunder berasal dari data PDRB Provinsi dan Kota. Metode yang digunakan dalam menentukan sektor unggulan di Kota Surabaya adalah analisis Location Quotient, Shift Share, dan Typology Klassen untuk mengidentifikasi tingkat pertumbuhan ekonomi. Dari penelitian ini didapatkan hasil bahwa sektor basis di Kota Surabaya adalah (1) Pengadaan Listrik dan Gas (2) Pengadaan Air, Pengelolaan Sampah, Limbah dan Daur Ulang (3) Konstruksi (4) Perdagangan Besar dan Eceran, Reparasi Mobil dan Sepeda Motor (5) Transportasi dan Pergudangan (6) Penyediaan Akomodasi dan Makan Minum (7) Informasi dan Komunikasi (8) Jasa Keuangan dan Asuransi (9) Real Estate (10) Jasa Perusahaan (11) Jasa Pendidikan (12) Jasa Kesehatan dan Kegiatan Sosial. Dan pada sektor yang unggul kompetitif yaitu 1) Pertambangan dan Penggalian 2) Industri Pengolahan 3) Transportasi dan Pergudangan 4) Penyediaan Akomodasi dan Makan Minum 5) Informasi dan Komunikasi 6) Jasa Keuangan dan Asuransi 7) Jasa Perusahaan 8) Real Estate 9) Jasa Pendidikan 10) Jasa Kesehatan dan Kegiatan Sosial. Dan pada Typologi Klassen bahwa sektor yang unggul dan tumbuh cepat yaitu (1) Informasi dan Komunikasi (2) Jasa Kesehatan dan Kegiatan Sosial (3) Jasa Keuangan dan Asuransi (4) Jasa Pendidikan (5) Penyediaan Akomodasi dan Makan Minum (6) Jasa Perusahaan (7) Transportasi dan Pergudangan (8) Real Estate. Penelitian ini memberikan saran untuk pemerintah Kota Surabaya agar memprioritaskan pengembangan sektor yang menjadi basis serta memiliki pertumbuhan dan daya saing yang tinggi guna untuk meningkatkan pertumbuhan ekonomi Kota Surabaya. This study aims to analyze or find out the potential sectors in the city of Surabaya and how the role of the Surabaya city government is to increase the potential sectors that have competitiveness to increase economic growth in the city of Surabaya. The research methodology used is a quantitative descriptive approach. The data used is secondary data from provincial and municipal GRDP data. The method used in determining the leading sectors in the city of Surabaya is the Location Quotient, Shift Share, and Typology Klassen to identify the level of economic growth. From this research, the results show that the base sectors in the city of Surabaya are (1) Electricity and Gas Procurement (2) Water Supply, Waste Management, Waste and Recycling (3) Construction (4) Wholesale and Retail Trade, Car and Motorcycle Repair ( 5) Transportation and Warehousing (6) Provision of Accommodation and Food and Drink (7) Information and Communication (8) Financial Services and Insurance (9) Real Estate (10) Corporate Services (11) Education Services (12) Health Services and Social Activities. And the sectors that have competitive advantages are 1) Mining and Quarrying 2) Processing Industry 3) Transportation and Warehousing 4) Provision of Accommodation and Food and Drink 5) Information and Communication 6) Financial and Insurance Services 7) Corporate services 8) Real Estate 9) Services Education 10) Health Services and Social Activities. And on Klassen Typology that the leading and fast-growing sectors are (1) Information and Communication (2) Health Services and Social Activities (3) Financial and Insurance Services (4) Educational Services (5) Provision of Accommodation and Food and Drink (6) Services Companies (7) Transportation and Warehousing (8) Real Estate. This study provides suggestions for the Surabaya City government to prioritize the development of the sector that is the basis and has high growth and competitiveness in order to increase the economic growth of the City of Surabaya.
