Desa Branta Pesisir merupakan salah satu desa di Kecamatan Tlanakan, Kabupaten Pamekasan, Madura, Jawa Timur dengan jumlah penduduk sekitar 6.024 jiwa yang mayoritas bekerja sebagai nelayan. Hubungan agensi antara nelayan buruh selaku agen dan juragan kapal selaku principal selalu tidak berjalan seirama karena terjadi masalah keagenan yang dipengaruhi konflik kepentingan antar keduanya. Juragan kapal ingin meningkatkan deviden untuk keberlangsungan usahanya sehingga sering kali membuat aturan yang cenderung merugikan terhadap nelayan buruh selaku agen. Seperti misalnya, membuat aturan prosentase pembagian hasil penjualan ikan dan larangan ikan hasil tangkapan dijual kepada pihak lain meski pun harganya lebih tinggi. Akibatnya, nelayan melakukan tindakan-tindakan kecurangan sebagai aksi perlawanan terhadap permainan berupa aturan yang diberlakukan juragan kapal. Aksi kecurangan yang biasa dilakukan para nelayan adalah menjual ikan di tengah laut sehingga tidak terdeteksi oleh pemilik kapal. Ada pula yang menjual ikan ke daerah lain yang jauh dari tempat kapal berasal. Hasil penjualan itu dinikmati sendiri oleh nelayan. Tindakan kecurangan itu bertujuan untuk meningkatan kesejahteraan pribadi nelayan di mata mayoritas nelayan masih hidup di garis kemiskinan. Sebenarnya, pemerintah merealisasikan sejumlah program untuk mendorong peningkatan kesejahteraan itu, namun tidak berjalan efektif.
