Dibawah bimbingan Dr. Kurniyati Indahsari, S.Si., M.Si.rnPenelitian ini dilatarbelakangi oleh rendahnya tingkat kemandirian fiskal di Madura dengan rasio di bawah 25%. Kondisi ini menuntut optimalisasi berbagai sektor potensial daerah guna meningkatkan Pendapatan Asli Daerah (PAD). Tujuan penelitian adalah untuk mengetahui Pengaruh Jumlah Wisatawan, Jumlah Penduduk, Dan Investasi Terhadap Perekonomian Dan Pendapatan Asli Daerah (Pad) Di Pulau Madura Tahun 2015–2024. Dengan model kuantitatif dengan pendekatan analisis regresi data panel dengan menerapkan persamaan simultan Instrumental variabel yang di estimasi dengan 2sls. Hasil penelitian menunjukkan bahwa pada tahap pertama, investasi berpengaruh positif signifikan terhadap Perekonomian, sementara jumlah penduduk dan wisatawan menunjukkan pengaruh negatif yang mengindikasikan rendahnya kualitas SDM dan produktivitas sektor rekreasi terhadap nilai tambah ekonomi. Pada tahap kedua, Perekonomian dan jumlah penduduk terbukti berpengaruh positif dan signifikan terhadap PAD. Tingginya pengaruh jumlah penduduk tercermin dari dominasi retribusi kesehatan yang mencapai 80,15% dari total penerimaan daerah. Sebaliknya, jumlah wisatawan tidak berpengaruh signifikan terhadap PAD akibat dominasi kunjungan singkat (one-day trip) yang membatasi kontribusi pajak hotel dan restoran. Implikasi penelitian ini menekankan perlunya transformasi pariwisata berbasis kualitas serta peningkatan kualitas SDM untuk memperkuat kemandirian fiskal daerah secara berkelanjutan

This condition requires the optimization of various potential regional sectors to increase Locally-Generated Revenue (PAD). The purpose of this study is to determine the Effect of the Number of Tourists, Population, and Investment on the Economy and Locally-Generated Revenue (PAD) in Madura Island from 2015 to 2024. It utilizes a quantitative model with a panel data regression analysis approach applying a simultaneous equation estimated Instrumental variabel using 2SLS.rnThe results show that in the first stage, investment has a significant positive effect on the Economy, while population and the number of tourists show a negative effect, indicating low human resource quality and low productivity in the recreation sector toward economic value-added. In the second stage, the Economy and population are proven to have a significant positive effect on PAD. The high impact of the population is reflected in the dominance of health retributions, which reaches 80.15% of total regional revenue. Conversely, the number of tourists does not have a significant effect on PAD due to the dominance of short visits (one-day trips), which limits the contribution of hotel and restaurant taxes. The implications of this research emphasize the need for quality-based tourism transformation and the improvement of human resource quality to strengthen regional fiscal independence sustainably.
