ABSTRAK Perluasan kesempatan kerja merupakan usaha untuk mengembangkan sektor-sektor yang mampu menyerap tenaga kerja. Usaha penyerapan tenaga kerja tidak lepas dari faktor-faktor yang mempengaruhinya, seperti pengembangan jumlah penduduk dan angkatan kerja, pertumbuhan ekonomi, tingkat produktivitas kerja dan kebijakan pemerintah dalam hal penyerapan tenaga kerja itu sendiri. Salah satu cara untuk memperluas penyerapan tenaga kerja adalah melalui pengembangan industri. Perkembangan dapat terwujud melalui investasi swasta maupun pemerintah. Pengembangan industri tersebut akan menyebabkan kapasitas produksi meningkat sehingga dapat menciptakan kesempatan kerja. Penelitian ini bertujuan untuk menganalisis penyerapan tenaga kerja pada industri kecil menengah di 4 Kabupaten di Pulau Madura tahun 2005-2012 dengan metode analisis regresi menggunakan data panel. Data yang diamati dalam penelitian ini data angkatan kerja yang bekerja di Kabupaten Pulau Madura, nilai produksi industri kecil menengah di Kabupaten Pulau Madura, dan investasi industri kecil menengah di Kabupaten Pulau madura. Dari hasil regresi dapat dilihat bahwa variabel jumlah unit usaha industri kecil menengah di Kabupaten Pulau Madura berpengaruh signifikan terhadap variabel permintaan tenaga kerja, nilai produksi dan nilai investasi industri kecil menengah di Kabupaten Pulau Madura berpengaruh tidak signifikan terhadap permintaan tenaga kerja pada industri kecil menengah di Kabupaten Pulau Madura pada taraf 93 persen (α= 5 persen). ABSTRACT Expansion of employment opportunities is an effort to develop sectors that can create jobs. Employment efforts can not be separated from the factors that influence it, such as the development of the population and labor force, economic growth, employment and productivity levels of government policy in terms of employment itself. One way to expand employment is through the development of the industry. The development can be realized through public and private investment. The development of the industry will lead to increased production capacity so as to create employment opportunities. This study aims to analyze the employment in small and medium industries in the district on the island of Madura 4 years from 2005 to 2012 by regression analysis using panel data. From the results of the regression can be seen that the variable number of business units small and medium industries in the district of Madura Island significant effect on labor demand variable, the value of production and value of investment small and medium industries in the district of Madura Island insignificant effect on the demand for labor in small and medium industries in the district Madura Island at 93 percent level (α = 5 per cent).
